It seems that using adsense directly comes with the unfortunate risk of being click bombed and having your adsense banned.
If a small channel was to join Freedom or another network would they be more likely to not be banned?

In a short answer unfortunately no. Being in a network or on your own doesn't protect you from being click bombed. Typically adsense doesn't ban outright instead they do a temporary suspension, until the have potential proof that this is being used as a way to adversely influence your data. If this does happen don't forget you always have the option to appeal

Freedom!/YouTube does have some restrictions for faked views in place, though:
  1. When in Freedom! your AdSense account is unlinked, Freedom! has nothing to do with AdSense
  2. Freedom! reserves the right in the Partnership Contract that they may unlink your channel if there are fraudulent clicks. Though pretty much every network handles it that way.
